Do Not Spit / Way Out
Flinders St Station Underpass, Melbourne
They seemed very keen to make sure didn't spit. I assume this was some sort of half-arsed attempt to limit the spread of TB or similar? Anyone know?

According to a DOI website ( http://www.doi.vic.gov.au/DOI/Internet/transport.nsf/0/AB47B5F09BEEAB39CA256C37000EE083?OpenDocument#history ) Flinders Street Station was built in 1910. Now, exhortations to not spit may have been put up to remind people of common manners - but, like you said, also to help stop the spread of disease.

Spanish Flu came through the country around 1918ish - you can damn well bet that public health would have been a top priority.

So..... find out when they put the signs up (signs? They're stencils!) and you'll have a better guess at what the original intent was.
